This Privacy Policy explains how the Ministry of Interior Affairs and Municipalities of Lebanon ("we", "our", or "us") collects, uses, discloses, and protects your personal information when you use the Fumé Application (the “App”) pertinent to the vehicle window tinting license.

We are committed to protecting your privacy in accordance with:

·         Lebanon’s Law No. 81/2018 on Electronic Transactions and Personal Data

By accessing or using the App, you agree to the terms of this Privacy Policy.

1. Legal Basis for Processing

We only process personal data where we have a lawful basis under applicable data protection laws, including:

• Performance of a contract: Enabling you to access and display your license
• Legal obligation: To comply with law-enforcement or regulatory requirements
• Legitimate interest: Ensuring system security and authentication
• Consent: When required, such as for geolocation or data sharing beyond regulatory requirements

2. Information We Collect

We may collect the following categories of personal data:

a. Identification and Contact Information

• Full name
• National ID/passport/license number
• Phone number
• Date of birth
• Address

b. License Data

• Digital license copy or reference
• License number, type, and validity
• Status of the license (valid, suspended, expired)

c. Device & Technical Data

• Device ID, model, and OS version
• IP address and log timestamps
• Geo-location data (only with consent or where legally required)

3. Purpose of Data Processing

Your personal data is processed for the following purposes:

• To enable secure access to your license via the App
• To allow presentation of license to authorized officers
• To verify license authenticity and status
• To maintain system security, prevent misuse, and audit access
• To comply with applicable legal and regulatory obligations

4. Data Sharing and Disclosure

Your personal data may be shared with:

• Authorized law-enforcement officers upon your presentation or as mandated by law
• Government regulators or licensing bodies to verify and validate license data
• Technology service providers who support the app infrastructure, under strict confidentiality
• Legal authorities in compliance with a court order, investigation, or applicable law

We do not sell or rent your personal data under any circumstance.

5. Your Rights and Choices

You may:

• Access your personal data at any time through the App
• Request correction of inaccurate or outdated data
• Request deletion of your account and personal data, subject to legal retention requirements
• Withdraw consent where processing is based on consent

6. Data Security

We apply robust organizational and technical measures to protect your data, including:

• End-to-end encryption
• Role-based access control
• Secure servers and storage infrastructure

7. Data Retention

We retain your data only for as long as necessary to fulfill the purposes described in this Policy or to comply with legal obligations, whichever is longer. Once no longer required, data will be securely deleted or anonymized.

8. Children’s Data

This App is not intended for individuals under the age of 18. We do not knowingly collect data from children.

9. Changes to this Policy

We may update this Privacy Policy from time to time to reflect legal, technical, or business developments. You will be notified of material changes via in-app notification or other appropriate means.

انّ سياسة الخصوصية هذه توضح كيف تقوم وزارة الداخلية والبلديات في لبنان  ("نحن" أو "لنا") بجمع ومعالجة ومشاركة وحماية بياناتك الشخصية عند استخدامك لتطبيق منصة إدارة التراخيص الخاصة بتظليل زجاج السيارات (المشار إليه بـ "التطبيق"). يُمكّنك هذا التطبيق من الوصول الآمن إلى معلومات رخصتك الرسمية وعرضها على الجهات الأمنية والسلطات المختصة.

نحن ملتزمون بحماية خصوصيتك وفقًا لما يلي:

·         القانون اللبناني رقم 81/2018 بشأن المعاملات الإلكترونية والبيانات ذات الطابع الشخصي

انّ ولوجك هذا التطبيق أو استخدامه، يشكل اقراراً بموافقتك على شروط سياسة الخصوصية هذه.

1- الأساس القانوني للمعالجة

نقوم بمعالجة بياناتك الشخصية فقط عندما يكون لدينا أساس قانوني وفقًا للتشريعات المعمول بها، مثل:

• تنفيذ عقد: لتمكينك من الوصول إلى رخصتك من خلال التطبيق
• التزام قانوني: للامتثال لمتطلبات للقوى الأمنية والعسكرية المكلفة بإنفاذ القانون
• مصلحة مشروعة: للحفاظ على أمان النظام والتحقق من الهوية
• موافقتك: في الحالات التي يُشترط فيها الموافقة، مثل استخدام الموقع الجغرافي أو مشاركة البيانات لأغراض إضافية

2- البيانات التي نجمعها

قد نقوم بجمع الفئات التالية من البيانات الشخصية:

أ. بيانات التعريف والتواصل

• الاسم الثلاثي
• رقم الهوية/الجواز/الرخصة
• رقم الهاتف
• تاريخ الميلاد
• العنوان

ب. بيانات الرخصة

• نسخة رقمية أو مرجعية للرخصة
• رقم ونوع وصلاحية الرخصة
• حالة الرخصة (صالحة، معلقة، منتهية)

ج. بيانات الجهاز والتقنية

• نوع الجهاز ونظام التشغيل
• عنوان الـ IP وسجلات الاستخدام
• بيانات الموقع الجغرافي (بموافقتك أو عندما يكون مطلوبًا قانونًا)

3-أغراض المعالجة

نقوم بمعالجة بياناتك للأغراض التالية:

• تمكينك من عرض رخصتك بطريقة آمنة وقانونية عبر التطبيق
• التحقق من صلاحية وأصالة الرخصة
• تقديم المعلومات عند الطلب للجهات المخولة
• حماية وأمن التطبيق ومنع أي استخدام غير مشروع
• الامتثال للالتزامات القانونية والتنظيمية

4- مشاركة البيانات والإفصاح

قد نشارك بياناتك الشخصية مع:

• القوى الأمنية والعسكرية المكلفة بإنفاذ القانون
• الهيئات التنظيمية والحكومية للتحقق من صحة الرخصة
• مزودي الخدمات التقنية الذين يساعدون في تشغيل التطبيق ضمن شروط سرية صارمة
• السلطات القضائية في حال وجود أمر قضائي أو التزام قانوني

لا نقوم ببيع أو تأجير بياناتك الشخصية تحت أي ظرف.

5- حقوقك وخياراتك

يحق لك ما يلي:

·         الوصول إلى بياناتك الشخصية في أي وقت من خلال التطبيق

·         طلب تصحيح البيانات غير الدقيقة أو القديمة

·         طلب حذف حسابك وبياناتك الشخصية، مع مراعاة متطلبات الاحتفاظ القانونية

·         سحب الموافقة في الحالات التي تستند فيها المعالجة إلى موافقتك

6- أمن البيانات

نطبق تدابير تقنية  وتنظيمية قوية لحماية بياناتك، منها:

• التشفير الكامل للبيانات
• التحكم في الوصول حسب الصلاحيات
• خوادم مؤمنة وأنظمة مراقبة
• تدقيق أمني دوري وخطط استجابة للحوادث

7-الاحتفاظ بالبيانات

نحتفظ ببياناتك فقط للمدة الضرورية لتحقيق الأغراض الموضحة في هذه السياسة أو بما يوجبه القانون. بعد انتهاء هذه الفترة، يتم حذف البيانات أو إخفاؤها نهائيًا.

8-خصوصية الأطفال

هذا التطبيق غير مخصص للاشخاص دون سن 18 عامًا، ولا نقوم بجمع بيانات من القُصّر عن عمد.

9- تعديلات على سياسة الخصوصية

قد نقوم بتحديث هذه السياسة من وقت لآخر. سيتم إشعارك بأي تغييرات جوهرية عبر إشعارات داخل التطبيق أو وسائل مناسبة أخرى.
